EU Summit on Security and Enlargement Policy - Winter Semester 2026/2027

The simulation game simulates an "EU Summit on Migration and Enlargement Policy". The students adopt the roles of EU heads of state and government and must convincingly represent their goals and positions. On the agenda is the handling of migration policy and enlargement policy. Will the heads of state and government succeed in solving the challenges cooperatively and in a spirit of solidarity? In the simulation game, political connections are actively explored and realistically implemented by the participants. To this end, participants receive digital role profiles outlining the interests and positions of the state they represent. On the first day of the seminar, participants will receive access to Senaryon, a specially developed simulation platform. Over a period of two weeks, they will complete tasks there and represent their actor group online in both synchronous and asynchronous phases. All that is required is internet access and an up-to-date web browser. After two weeks, the actual EU Summit will be simulated. The seminar concludes with a final discussion on the simulation game and a real-world comparison.

Mandatory course dates

Friday, 13 November 2026, 10:15 am - 2:45 pm: In-person introduction: content introduction and familiarisation with the simulation roles.
Friday, 13 November to 04 December 2026: Online phase of the simulation game: preliminary summit negotiations (asynchronous and synchronous negotiation phases)
With synchronous online phases on:
Wednesday, 18 November 2026, 3:00 pm - 4:00 pm,
Wednesday, 25 November 2026, 3:00 pm - 4:00 pm Friday,
27 November 2026, 10:15 am - 2:45 pm: In-person simulation "EU Summit on Security and Enlargement Policy", followed by evaluation and transfer to reality, discussion, and outlook.
Alternative date: 23 October.
