The eastern enlargement of the European Union in 2004 marked a significant milestone in the integration of Central and Eastern Europe, bringing a new group of member states into the European project. Among them, Poland - by far the largest - has sought to position itself as an active participant and co-creator in shaping the dynamics of European integration. This seminar will explore the key dilemmas and developments of Polish European policy from 1989 to 2026, examining both idea-driven and interest-based approaches that have influenced Poland’s path to EU membership, as well as its conduct and role within the Union. Over the past decades, Poland’s European policy has undergone notable transformations - reflected in domestic debates on EU membership and support levels, involvement in internal EU policymaking across various sectors, and engagement in external initiatives, such as the Eastern Partnership. The seminar will address the following questions: How successful has Poland been in navigating its relations with the European Union? In what ways have Poland and Polish society undergone processes of Europeanization? Has Poland managed to adapt and reshape the EU’s policies, particularly regarding structural funds and Eastern policy? What does the Polish experience reveal about the broader nature of the European Union, the dynamics of integration, and the evolving environment of the European project? Through these inquiries, the seminar aims to provide a comprehensive understanding of Poland’s role and influence within the EU, contributing to a deeper reflection on the future of European integration and governance.
