European Borders and Cross-Border Cooperation in Comparative Perspective
3/6/9 ECTS
Seminar (Präsenzveranstaltung): MES: WPM 1: Regieren in Europa // WPM 4: Stadt, Region und Grenze in Europa // WPM 5: Kultur, Geschichte & Gesellschaft in Europa
The process of European integration has been particularly evident at the borders of EU member states. Political stabilization has diminished their traditional separating function by challenging the conventional notions of territoriality and the protective role of peripheral regions - both of which are rooted in the Westphalian understanding of statehood and sovereignty. This de-bordering has opened new opportunities for the economic development of traditionally peripheral (and thus economically disadvantaged) areas. Border transformation - most notably symbolized by the establishment of the Schengen Area - has become a hallmark of the new European order. The aim of this seminar is to examine the dynamics of border changes in Europe following the collapse of communism, and – over three decades later – the time of policrisis. This will be achieved by employing both a micro-level perspective (focusing on cross-border interactions between local and regional territorial units) and a macro-level approach (analyzing the EU’s external borders and the various forms of spatial relations with its surrounding environment). The proposed analytical framework centers on processes of (de/re)-bordering, driven by both top-down and bottom-up mechanisms. Particular attention will be devoted to European border twin towns—often regarded as laboratories of European integration - and to Euroregions on the one hand, and the EU’s external Schengen borders on the other. The seminar will also explore how the ideas of European integration and cross-border cooperation are symbolically expressed in border relations.
